Meneshea is an esteemed authority in federal IT governance, capital planning, and enterprise portfolio management, with more than 17 years of proven experience advancing operational excellence for agencies such as US Department of Agriculture (USDA), Department of Justice (DOJ), Transportation Security Administration (TSA), US Citizenship and Immigration Services (USCIS) and Department Homeland Security (DHS). As a former federal IT Resource Management Division Director (GS-15), Capital Planning and Investment Control (CPIC) Branch Chief (GS-14), and federal contractor, she has skillfully managed multimillion-dollar IT portfolios, developed comprehensive acquisition strategies, and implemented business process enhancements that have significantly improved agency outcomes.
Her leadership encompasses all phases of the federal IT investment lifecycle, including budget formulation and execution, technology business management (TBM) reporting, OMB compliance, and stage gate reviews. She has served as a trusted advisor to CIOs and executive stakeholders, distinguished by her adeptness at translating complex policies and frameworks—including the federal budget preparation, submission and execution framework (OMB Circular A-11), governance frameworks, Federal Acquisition Regulation (FAR), and Federal Information Technology Acquisition Reform Act (FITARA) of 2014—into practical, results-driven strategies that foster transparency, accountability, and alignment with organizational missions.
Meneshea has written best practice guides, white papers, and training materials used by federal communities of practice. As a certified Senior IT Program Manager (FAC-P/PM IT Core+), she brings strong analytical skills and a systematic approach to all her projects.
She earned a B.S. in Management Information Systems from the Rochester Institute of Technology and a M.S. in Information Systems Management, focusing on IT Strategy & Governance at Walden University. Additionally, she is a graduate of the Partnership for Public Service's Excellence in Government Fellows Program. Throughout her career, her work has been celebrated by various federal agency clients and consulting firms, earning her honors such as the DHS Small Business Achievement Award and the BRMi Technical Excellence Award.
After opting into the Deferred Resignation Program at USDA in April 2025, she redirected her drive and expertise toward public service in new ways. She has participated in community service as a member of Alpha Kappa Alpha Sorority, Inc.® Alpha Beta Alpha Omega Chapter, contributed to initiatives like We the Doers, and launched MDLevy LLC, which is grounded in the same principles that guided her federal career: integrity, innovation, and public service.
