A former GS-15 Director, CPIC Branch Chief, and Federal contractor, she has led multimillion-dollar IT portfolios, authored enterprise-wide acquisition strategies, and pioneered business process improvements that transformed agency performance.

Meneshea’s leadership and expertise spans the full lifecycle of federal IT investments—from budget formulation and TBM reporting to OMB compliance and stage gate reviews. Known for translating complex policy frameworks (OMB, FAR, FITARA) into actionable strategies, Meneshea is a trusted advisor to CIOs and senior executives. She has authored best practice guides, white papers, and training materials that have been adopted across federal communities of practice. As a certified Senior IT Program Manager (FAC-P/PM IT Core+), she brings rigor, foresight, and a systems-driven approach to every engagement.
